Smoking Cannabis at Caribana: What the Law Looks Like in 2026

Canada legalized cannabis back in 2018, but there are still rules that trip people up. Here is what you need to know before you light up at the festival this year.
Yes, you can smoke cannabis at Caribana. It has been legal across Canada since 2018. But legal does not mean anything goes. There are rules around where you smoke, how much you carry, and a few things that will still land you a criminal charge.
What Ontario Actually Allows
If you are 19 or older, you are in the clear for personal use. The rules are straightforward.
You can carry up to 30 grams of dried cannabis (roughly one ounce) on you in public. You can share that amount with other adults. And you can smoke or vape in most outdoor public spaces.
That last point surprises people. Ontario is more relaxed than a lot of places when it comes to outdoor consumption. But “most outdoor spaces” is doing some heavy lifting in that sentence, because the exceptions matter.
Where You Can and Cannot Smoke at Caribana
The parade route runs through public streets and parks, so smoking outdoors along the route is permitted in most spots. Sidewalks, open park areas, places like that are fine.
Where it gets tricky is the restricted zones. You cannot smoke or vape cannabis within 20 metres of a playground or a publicly owned sports field. You also cannot smoke within 9 metres of a building entrance or exit. Restaurant and bar patios are off limits. So is anywhere indoors, any enclosed public space, and inside a vehicle or boat.
During a festival with hundreds of thousands of people, these zones overlap more than you would think. That playground tucked into a park along the route? You need to be 20 metres away from it. Standing near a patio? Move. The enforcement here is not criminal. You are looking at a provincial ticket, not a criminal record. But nobody wants to start their Caribana weekend sorting out a fine.
What Tourists and Visitors Should Know
The same rules apply to everyone. If you are visiting Toronto for Caribana from another country or another province, you have the same rights and the same restrictions as a local resident.
One thing worth knowing: cannabis laws vary country by country. What is legal in Canada does not protect you when you go home. If you are travelling back to a country where cannabis is illegal, do not bring any with you.
